12 dragons (4 each of White, Green and Red), considered rank 0, dragons have no suit.
The tiles 1-9 of the 3 suits (Bamboos, Characters, Circles), 4 of each rank.
12 winds (3 of each wind North, South, East, West), considered rank 10.
To build all the tiles to the foundation piles.
| • | 12 foundation piles (across top). The 12 piles are divided into 3 sets of 4 piles, a set for each suit. |
| • | Each pile is built up from a dragon (0), then 1 thru 9 of the same suit, then a wind (10). Each set of 4 piles starts with the same type of dragon and ends with one of each wind, in order left to right West, North, South, East. A tile of each rank must be played to each pile of a set of 4 piles before any tiles of a higher rank can be played on that set of piles. That is, 4 dragons (each the same type) must be played before you can play any 1's to that set, then the 4 1's of that suit must be played before you can play any 2's, and so on. The 4 winds played to a set must be one of each wind. |
| • | 16 x 10 tableau grid (center, 16 tiles across, 10 tiles down). At the start of the game, 128 tiles are dealt face up to the 16 x 10 grid, with 8 tiles in each column (the bottom two spaces in each column begin empty). |
| • | Only tiles with the bottom (short) edge free are available for play (at the start, these are the 16 tiles in the 8th row). No building is allowed outside the 16x10 grid (no tiles can be built below the 10th and bottom row). |
| • | An available tile can be placed below another tile with a bottom edge free on the same level if it is one rank lower and of the same suit from that tile (building down in suit). For example, a 3 of circles can be played below a 4 of circles. |
| • | A group of tiles in sequence down in suit may be moved as a group if there are enough free cells that the tiles could be moved individually (for example, if there is only one free cell, you can move two tiles in sequence as a group). |
| • | Only a wind or legal group of tiles headed by a wind may be played in an empty space in the top row. |
| • | 6 cells (left of the tableau). A single tile is dealt to 4 of the cells at the start of the game. |
| • | Any one available tile from the tableau may be played to a cell. |

Sea Winds is Sea Breeze except that one of each rank needs to be played to each set of 4 foundation piles before the next rank tile can be played. This makes the game harder.
